The West Sacramento Area Flood Control Agency is working quickly and efficiently to face the challenges of stricter flood control standards imposed by the state in 2006 that must be met by 2025. Together with our partners from the Department of Water Resources, Central Valley Flood Protection Board and U.S. Army corps of Engineers, WSAFCA has moved quickly to design and construct projects that meet the 200-year level of flood protection requirement imposed by new state law and new federal levee standards imposed after the Gulf Coast disasters.
The City and WSAFCA have created regulatory and legislative partnerships to leverage local funds with state and federal government contributions. The majority of flood projects are funded by partner agencies.

Southport Sacramento River Early Implementation Project
Phase 3: Floodplain Restoration
The restoration areas are actively being managed and the Agency is discussing preparation for the flood season. There will be an experimental planting area to see if additional mulch and other treatments can improve vegetation growth on the remnant levee.
As these plants continue to grow to restore habitat, please be mindful to avoid stepping on plants and driving recreational vehicles in the Restoration Project area.
Yolo Bypass East Levee Project
Design
The final design package was submitted to the USACE on June 30, 2021.

The Sacramento River West North Levee Project (North Levee) is the next portion of the West Sacramento Federal Project planned for design and construction by the USACE.

Completed Projects
Southport Sacramento River Early Implementation Project
The last phase of construction for the Southport Levee Improvement Project started at the end of May. This final phase brings material from Elk Grove to restore the parcels where material was sourced to construct the Southport setback levee.
WSAFCA completed the hauling portion for the Borrow Restore Project in the first week of August. To mitigate for the haul trucks using Gregory Avenue, WSAFCA included a line item to slurry seal the roadway after the haul. Before the contractor applied the slurry seal, WSAFCA worked with Public Works to repair damaged pavement, fill potholes, and seal some cracks. The repairs by Public Works prior to the slurry seal made for a better finished product. Now that the repairs and slurry seal are complete, new striping will be applied to the roadway next week.

Phase 2 - Southport Levee Improvement Project

Project Details: WSAFCA has completed construction of the Southport Levee Improvement Project which involves the construction of flood risk-reduction measures along the Sacramento River South Levee in the city of West Sacramento. Levee improvements included a combination of fix in place and a new setback levee embankment construction with cutoff walls, seepage berms, utility relocation, demolition, rock slope protection, and the use of borrow sites. Project transportation improvements included realigned roadways, new access ramps and roads, turnouts, cul-de-sacs, and maintenance corridors. Constructed flood risk-reduction measures addressed deficiencies of through-seepage, under-seepage, slope stability and geometry, erosion, encroachments, and noncompliant vegetation. WSAFCA's goal is to achieve a 200-year level minimum of levee performance for the City of West Sacramento. The project would bring the levee up to standard with Federal and State levee design criteria, as well as provide opportunities for ecosystem restoration and public recreation.

Phase 1 - Village Parkway Improvements (South)

Project Details: As the first phase of the Southport Sacramento River Early Implementation Project, WSAFCA has completed construction of the Village Parkway South project. Village Parkway South is a three-mile stretch of roadway that will replace segments of South River Road and provide property access to residents before levee construction begins. The Village Parkway South improvements included a 36 foot wide paved roadway with 2 lanes with bicycle lanes along with associated residential access roads, drainage improvements, signing and striping, and water pollution controls. The City of West Sacramento’s General Plan already identifies the construction of Village Parkway but due to the levee improvements, construction is starting 10 years earlier than previously anticipated.

Sacramento Bank Project - South River Road

The Rivers Early Implementation Project

Project Details: Reconstructed the south levee of the Sacramento River north of Bryte Park to correct seepage and geometry deficiencies, including a seepage cutoff barrier.
Other Benefits: Created the Bryte Park Nature Trail, including 6,000 feet of fully accessible, paved recreation pathways

Bridge District Levee Maintenance Road Project
Lead Agency: City of West Sacramento Year Completed: 2011
Project Details: Established horizontal footprint of the ultimate levee crown, restored authorized 1957 design elevation, removed unstable spoils on waterside hinge of levee crown, removed invasive plants, constructed all-weather paved inspection, maintenance and flood-fighting roadway.
Other Benefits: Open the Sacramento Riverfront for public access, created more than a mile of fully accessible recreational pathway and numerous visitor amenities along the waterfront and into the new Bridge District urban core.

I Street Bridge Early Implementation Project

Project Details: Levee construction near I Street Bridge corrected seepage, tree removals and shaping of the levee; included removing vegetation as part of the U.S. Army Corps of Engineers Standards.
