Construction activities can threaten stormwater quality in a number of ways: disturbed sediment and materials delivered or stored onsite can enter the storm drains, rainwater on site can carry pollutants into the drains, and changing the landscape from permeable to impervious by adding buildings, concrete and asphalt can affect how rainwater enters the stormwater system.

Construction projects and development plans are reviewed by Community Development for stormwater protection requirements and plans. This includes larger scale development (commercial and residential), as well as residential projects such as pools and additions. More information about required permits and stormwater protection for construction projects can be found below and at the Development Engineering page. 

The "Post-Construction Standard Plan" guides proponents and municipal plan checkers through the various requirements of the Phase II Municipal Separate Storm Water Sewer System (MS4) Permit. This plan was developed in collaboration with 16 other Central Valley municipalities and WGR Southwest Inc. to develop the "Post-Construction Standard Plan". Post-Construction Project Worksheet
A completed Post-Construction Project Worksheet is required to be submitted with the submittal of a project which meets the Regulated project criteria. A Regulated project creates or removes and replaces 5,000 square feet or more impervious surface.

Post-Construction Small Projects
A completed Small Project Post-Construction Project Worksheet is required to be submitted with the submittal of a project which meets the Small project criteria. A Small project creates or removes and replaces 2,500 to 5,000 square feet impervious surface. This package includes the first two pages of the Post-Construction Project worksheet.
